In 1956, he studied in Agricultural Economy Department, Renmin University ofChina. In 1963, he graduated from Agricultural Economy Department,Renmin University of China awarded a Master’s Degree.
In 1963: Member of the General Affairs Department, the State Planning Commission; Since 1973: Member of the General Affairs Team, Planning Department, the State Planning Commission; Deputy Division Chief, Division Chief and Deputy Director- General- Level Leader, the National Income Division. In April, 1983: Deputy Bureau Chief, General Affairs Bureau, in the State Planning Commission. In 1985: Member and Bureau Chief, General Affairs Bureau, the State Planning Commission. In June 1988: Deputy Secretary-General, the State Planning Commission. In October, 1990: Deputy Director; the State Planning Commission. In June 1997: Deputy Director; and Deputy Secretary, Party Leadership Group, the State Planning Commission. In March, 1998, Deputy Director and Deputy Secretary, Party Leadership Group, the State Development Planning Commission. In March 2003:Deputy Secretary-General and Office Director , the Central Financial and Economic Work Leading Group; Deputy Director and Secretary of the Party Leadership Group, the National Development and Reform Commission; and Deputy Director, the Leadership Group Office for the Development of Central and Western Regions, the State Council. In August, 2005: Deputy Secretary- General and Office Director, the Central Financial and Economic Work Leadership Group; Deputy Director in charge of social development work and the Social Development Department, the National Development and Reform Commission. He has resigned since July, 2007 and worked as a candidate member of the 15th CPC Central Committee.
Since April, 2009, he has assumed Executive Vice Chairman, China Center for International Economic Exchanges.
