HUO Jianguo

Dr. Huo Jianguo, born in 1954, is the President of CAITEC and a Senior Research Fellow.

 

Educational Background:

1999-2003, Ph.D program in Nan Kai University and got the Ph.D in economics.

1978-1985, student in the University of International Business and Economics, and got the BA. and MA. in Economics.

 

Working Experience:

Dr. Huo Jianguo has been working in trading companies, government departments and academic circle. This distinctive experience helped him gain rich expertise in foreign trade practice, applied economic and trade policy research, and foreign trade administration.

Dr. Huo successively worked in China National Native Produce and Animal By-Products Imp. & Exp. Corp., the Research Institute of International Trade of the Ministry of Foreign Trade and Economic Cooperation (the predecessor of MOFCOM), Economic & Commercial Counselor’s Office of Chinese Embassy in UK, the Economic and Trade Commission of the State Council, and the Ministry of Commerce.

 

Research fields

Dr. Huo has long been devoted to trade administration and foreign economy and trade policy research. He is both a richly experienced practitioner in foreign trade administration and an expert in theoretical and policy research. His academic life is composed of three stages:

 

l In 1994 to 2002, working in the State Economic and Trade Commission

Dr. Huo was in charge of APEC and WTO affairs. He did a lot of coordination for policy-making on the Chinese enterprises` participations in APEC activities. He engaged in the organization of the ABAC dialogues in APEC.

Dr. Huo participated in the negotiations on China’s WTO accession. He was in charge of coordinating tariff reduction for industrial goods and industrial policy adjustments. In 1994, he was involved in China`s fiscal and taxation system reforms. He participated in policy-making of foreign trade and foreign exchange system reforms. After China’s entry into the WTO, Dr. Huo was responsible for analyzing the risks Chinese enterprises might face and organizing the industrial sectors to deal with the challenges.

 

l In 2003 to 2009, working in MOFCOM

Dr. Huo was in charge of import and export administration. He proposed the approaches to achieving trade balance through voluntary import expansion. He carried out the studies on import facilitation strategy, in which he suggested to set up a trade balance fund and to promote import through policy instruments. Dr. Huo advised to speed up the transformation of foreign trade growth pattern, and undertook a series of research on this topic in 2006. He was awarded the prize by the Ministry of Commerce for his outstanding contribution in this field.

 

l Since 2009

Dr. Huo has been devoted to improving CAITEC research and its influence. He frequently organizes discussions on foreign economy and trade, and undertook some important research projects. His research findings are published through various formats and on various media.
